Please provide a discussion in the preamble to the final rule how knowingly venting propane that you no longer wanted would not be disposal of a hazardous waste (see 40 CFR 261.21). If it would be, please provide an exemption in the Resource Conservation and Recovery Act regulations for substances vented in accordance with 40 CFR 82 that would designate as hazardous waste.
