The concern is why the needed additional regulation? We have not been shown a
need other than it sounds like a good idea. According to the Idaho State
Department of Agriculture pesticide incident data, there were only 10 incidents
reported in Idaho out of 20,000 fumigant applications made over the last 8 years.
All but three of those incidents involved spills or equipment failures which did not
affect the general public. Does that sound like a cause for concern? Isn't the idea
to regulate when regulation is needed? If the feeling is that we need to tighten up
the current state of fumigation let's make fumigants restricted use pesticides and
have them live under the current restricted use regulations. Formulate a
stewardship training program as a condition of application. We already have
worker protection standards that have to be met. Aren't they a part of the public?
Field posting is another regulation that already in force. Current pesticide laws
and rules already make the applicator the responsible party. More regulations
add to the cost of production. Our producers are currently in an economic crunch,
they do not need an added cost. Are we satisfied with importing our commodities
from other countries? Has China been a good importer lately? Is the safety of the
American public our concern? We are asking for good common sense decisions
to be made. We understand that there are preasures from both sides. But we
feel that we already have the type of regulations needed to protect those we
serve. Thank You.
