DENY ANY EXEPTION FOR ANY ALLEGED "EMERGENCY". THIS REGULATION WENT INTO EFFECT DECADES AGO. THERE IS NO REASON SUBSTITUTES WERE NOT FOUND. THE USE OF THIS IS WRONG. THERE SHOULD BE NO EXEMPTION GIVEN FOR THIS USE, WHICH HARMS ALL AMERICANS IN MY OPINION.
