thos toxic chemicals shipped within the usa are in no way "inadvertently" used. they are very very purposefully seeking to get around usa laws and if found out those who use those toxic chemicals should go to jail for five years minimum. execs of cmopanies that allow to happen should go to jail for ten years. suchuse hurts everybody in america. secondly, i went to www.regulations.gov website to give my comments. when you put in the docket numbers given no icon comes up to comment. allyou can see if the proposal. you are using a system at www.regulations.gov, which is wrong so muchof the time. this system seems to be run by dunces because various agencies tell thepublic to go there to that site to comment and when you do, THERE IS NO WAY TO COMMENT. PLEASE PUT YOUR OWN DOCKET NUMBERS IN AND CHECK THIS OUT. I CANT BELIEVE THE STUPIDITY AND CARELESSNESS OF THE FEDERAL GOVT WITH THIS WEBSITE --WWW.REGULATIONS.GOV.
