There should be exceptions from the regulations when dealing with "certified"
historic properties (locally-designated or National Register-listed individual
properties and buildings within districts). It is already expensive enough to
rehabilitate a historic home. By adding more regs and certifications of contractors,
I foresee additional costs to owners, making rehab more cost-prohibitive and
leading to a decrease in rehabilitation of historic buildings in already depressed
communities.
