To EPA, I am a contractor who has taken and passed the RRP rule. I am in full compliance of this rule but the proposal of third party testing for residential renovations is going to hurt the construction industry even more than the RRP is already doing. Homeowner's for small jobs aren't going to want to pay for a third party test on say something as simple as a Door replacement or window replacement. If you have faith that the training of contractors under RRP is sufficient then you must trust that we can clean up thoroughly and not have to pay to have someone else come to test once we are done. Homeowners are already on the fence about so many jobs and the RRP came at a very poor time. These new proposals should not be passed. My company is already doing poorly due to a poor economy, every homeowner I have told about the RRP rule is just shaking their head in disgust and most have put off any major projects because of additional costs associated with complying with the RRP rule, adding even more guidelines to follow is going to really hurt our industry tremendously. Please consider removing these proposals. Thank you, NJ contractor
