As a small business owner who has experienced a decline in the number of job, but also a decline in consumer spending, I strongly feel mandatory testing will undermine a week building industry. I am in the process of taking the compliance course, and the added expense couldn't come at a worse time. We have had to slash our fee in order to just keep our doors open after twenty five years in the business. We agree there is nothing wrong with safety, and have always utilized containment on all jobs large and small. So that is no big change. But passing the lead testing responsibility on to hard working Remodelers seems to potentially be the straw that broke the camel's back. We are already losing so much work to non-tax paying foreign labor. I don't see how you can see fit to put the entire burden on reputable Contractors. And the fines are not realistic, and should be adjusted based on job size and cost per violation.
