Reference docket (ID) number EPA-HQ-OPPT-2009-0922, Significant New Use Rule: Cobalt Lithium Manganese Nickel Oxide. Federal Register Document 2010-29148; Filed 11-17-10. I concur with this action as the government and the public should know who is importing or processing cobalt lithium manganese nickel oxide, and for what purpose. Workers and the public may be exposed to this substance; they have the right to receive details concerning the toxicity of this compound and potential hazards. Additionally, under the Toxic Substances Control Act (TSCA) and National Institute for Occupational Safety and Health (NIOSH), handlers of this material should be protected as the full risks of this material have yet to be determined. Based on preliminary information stated in EPA-HQ-OPPT-2009-0922, our environment needs protection from possible cobalt lithium manganese nickel oxide contamination.
