My concern is who watches the private landlords who do not follow your rules. We operate in an area that is very rural and no one in the private rental business follows these rules. They buy old houses very cheap go in and do repairs following no guidelines and rent the property. Need laws/ building codes on local levels that are enforced to insure safe affordable houisng for all.
