It is not unusual for consultants talking about exposure assessments and OSHA lead (and asbestos) regulations to have contractors react as if they think the consultant is from outer space, or just making it up. How difficult would it be for OSHA and EPA to send letters to every licensed contractor to inform them of their regulations and sources of more information (not in envelopes which appear to be junk mail)?
