NPDES permits were originally instituted to protect the nation?s water supply. The
permits protect our water from unnecessary pollution generated from various
activities. Therefore, I do not believe that the Oil and Gas Construction should be
exempt from the NPDES permits. Oil and Gas Construction sites will pollute even
more than building a house or fixing a road. I know that regulation limits the sites
to 1-5 acres, but the same is still acceptable to building other structures such as
houses, businesses, roads, power lines, etc. Most business, homes and power
line towers do not consume more than 5 acres.
If you implement this rule, the burden of cost will be shifted from the Oil and Gas
companies to the communities housing the construction sites. And that does not
make sense. Theoretically, companies that build houses shift the NPDES burden
to the customer buying the house. And it should be the same way for the Oil and
Gas companies. Shift the burden to all the people consuming oil and gas. Do not
leave the burden up to the communities with oil and gas.
If people complain about the cost of gas and oil, then they will find other
renewable resources, and they will vote the law makers that made the 2005
Energy Regulation out of office.
