In considering the de-regulation of farm fuel tanks (to self certified plans). If self
planning would work effectively, we could be self planning in every other oil related
field. One of the worst chemical spills that affected water that I have seen occurred
on a Farm. (Alexander case, Washington State). I have seen so many farms with
out and out hazardous conditions because the Farmers did not know what they
thought they knew about petroleum. I have seen inside storage with no ventilation.
I have seen petroleum stored together with stockpiles of tires. (there is a great
scenario-- one fire of this kind would take all of the fire departments available in a
three county area, and they still couldn't fully handle it.) I have seen tanks stored
directly above springs and adjacent to creeks -- when questioned about this the
farmers responded that the water they would impact is "not navigable". I do not
think farmers are ready to self regulate. To just assume that farmers know all they
need to know about petroleum storage is just plain foolish. comments by Teresa
