I queried the Baltimore District about an applicant having to fill-out the "Approved Jurisdictional Determination Form". This is their response: "It is not a requirement for the applicant to complete the JD form." Why then is this excessive bean-counting still being pawned off on the public as a requirement for a JD? This serves no one. The guide book is helpful as examples of what is regulated and what is not. However, the "form" results in an astronomical increase in time, effort, and money; where is the public interest being served with this?
