This appears to be yet another TAX and more mindless unnecessary paperwork to generate more wasteful bureaucratic jobs.. Overall this is stupid. The brainless judge and lawyers that cam up with this plan should be fired and deported. Requiring a EPA Permit and Inspection for rainwater runoff on a Kayak this gets into the water a few times a year? Or a small boat? We need less government not more. These are stupid rules that do nothing but generate jobs for the bureaucrats and their minions.
