EPA needs to reconsider implementing the rule at this time. The implementation schedule will place it in the middle of Long Term 2 Surface Water Treatment Rule and State 2 Disinfection Byproduct Rule implementation. EPA has also not demonstrated that the change in the rule is more protective of public health than the existing rule and Tennessee requests the option of remaining with the existing rule. Under current staffing and resource conditions, which are not expected to improve, Tennessee will not be able to implement the proposed rule. Full comments are attached.
