Entergy Services, Inc. ("Entergy") wishes to endorse as proposed changes to Effluent Limitations Guidelines and Standards for the Construction and Development Point Source Category found at 40 CFR Part 450 (Document ID EPA-HQ-OW-2010-0884-0161). Additionally, Entergy wishes to thank and commend EPA for considering comments previously submitted by Entergy and the Utility Water Act Group in response to related rulemakings that were directed at suggested modification of rule language to consider special and unique challenges posed by construction of electric utility linear projects on rigidly defined rights-of-way in highly variable terrain.
