I oppose the EPA's plan to permit CCRs to be delivered electronically, as written. I'd be fine with electronic delivery if that were the recipient's option, but the EPA plan seems to prefer letting utilities make that choice, when both EPA and utilities certainly know that not everyone has access to email and/or broadband. Utilities' desire to reduce paperwork and costs should not count more than the public's right to know -- and that includes the public that doesn't have access to the internet.
