Revisions to the Definition of Solid Waste

Recycling and reclamation of hazardous waste should be encouraged, but hazardous waste, by its very name, is the waste that the EPA should most closely regulate as a matter of environmental and public health. A scheme such as this one makes sense only if inspection and enforcement are sufficient to prevent its abuse.
