I have been trying to set up a mail back (working with the U.S.P.S.) and
drop off pharmaceutical program with the Solid Waste Authority, Central
Contra Costa Sanitary District, County Sheriff and the City of Walnut
Creek Police Department for some time. The program came to a complete
stop when we went to the DEA for our permit. It is cost prohibitive to
think that a pharmacist will be at a drop off center to identify, count
and log in Controlled Substances. My approach was �don�t ask, don�t
tell�. When someone comes with medications in a sealed bag they are
dumped in a locked container in the Police Headquarters building or they
are mailed and disposed of by law enforcement and licensed haulers, but
the DEA still wants more counting even though law enforcement was involved
in every step. Until the DEA lets go of their rigid and yet sometimes
inconsistent rules this will not succeed. Thank you. Barbara Hockett
