i am a citizen of woodville,tyler county, texas. my property adjoins a tract of land where etec, east texas electric cooperative is attempting to obtain an air permit through tceq to build a bio mass electric plant. they have obtained from our federal government ie usda bonds in the amount of $40,000,000.00 to help build this plant. the co-op contends that it will burn wood chips to make steam to turn the turbins to create electricity. we have a large citizen group who opposes this plant because of the health issues that the emissions will cause and the reduction of our property values. we applaud your new ruling classifying these types of plants as incerators. that is exactly what they are. the indicate that this plant may release up to 250 tons of ash and dust into the atmoshpere. this plant is located within 2 miles of three nursing homes and schools. the type of plant are not carbon nutreal as proclaimed and they will release carcingons into the atmosphere since most of our timber forests are treated with pesticides and herbicides. we need to balance citizens health instead of corporate greed for a profit that is being financed by our government. please keep your new ruling in place on bio mass plants in their attempts to fool the public that they are green energy at our tax payers expense and health.
