I would like to express my support for the decision to exempt livestock
farms et al from reporting non-emergency emissions associated with
livestock waste on their farms. This decision is only common sense.
Prior to the urbanization of our society every household had their own
small quantity of livestock to support their personal needs. Some worked
cooperatively with their neighbors, but essentially every one participated
in the overall raising of livestock.
If we did not have these commercial livestock industries working in the
rural areas of our nations, most households would still be required to
have chickens, dairy cows, pigs, etc. in their households. Imagine the
mess that would be in every major city of America. At least with
commercial livestock production units, all of the animal waste is being
gathered for other commercial uses, and as technology is developing, we
will eventually be generating energy for this animal by-product.
