To whom it may concern.
The proposal to exempt manure from agricultural operations from CERCLA &
EPCRA provisions is terribly wrong. My family and I lived in the country for 25
years. We were forced to move away when an industrial sized dairy of some
5,000 cows moved into our neighborhood & wrecked everything. With the trend
towards industrialized dairying, rather than the traditional small farm style of
dairying, the public has more reason than ever to be kept informed of the toxic
pollutants put into the air, land & water by these industrial dairy operations. Come
to Idaho & see what a mess we have here. Local authorities cannot even set odor
standards, some 7 years after they were mandated. Without standards to be
enforced, this industry here is allowed to ruin neighborhoods, with manure piled
high as the sky, for lack of places to rid themselves of it. To exempt manure from
CERCLA & EPCRA provisions would be totally irresponsible behavior by the
agency that is charged with protecting the public's health, safety & welfare. My
family urges you to not make this change in policy.
