I can understand the necessity for clean-up of hazardous sites that threaten the ground water and the air, and I applaud these efforts. However, I am concerned that not enough emphasis is placed on curtailing the actions of individuals and corporations from continuing to create these situations. My example is the coal mining companies in Appalachia, specifically West Virginia and Kentucky, where the mountain tops are destroyed, the mining companies take the national resources, and leave behind toxic run off of explosives and other dangerous materials. These situations have been a tragedy for the people who live there and they have little or no resources to protect themselves or their environment. Is it possible that the enforcement and liability of this proposed rule be expanded to handle such problems? Thank you.
