I strongly object to the proposed rules cutting the threhold for reporting toxic release by a factor of 10. I live in a small community and we have 2 organizations who release toxic material , and the TRI database is the only way we can track and monitor releases. The health and safety of citizens should take priority over the cost of reporting.
