The term "continuously monitored" is used throughout the proposed regulations. At some points it is followed with "vacuum, pressure, or a liquid-filled interstitial space" and other times it is not. The term "continuously monitored" should be defined or explained in the definitions section. Section 280.36(a)(1)(i) has the interstitial space continuously monitored and section 280.36(a)(2)(i) has the interstitial space continuously monitored using vacuum, pressure, or liquid-filled. This confuses what the term continuously monitored means.
