I am happy to see that Maryland is acting to limit emissions from portable fuel
containers. I have one concern: here in New Jersey, the container designs are
not easy to use, especially for those who use these containers only
occasionally. As a result, I fear, some people defeat the designs (which is
possible to do) thereby eliminating any air quality benefits. Could EPA look
into the usability of the containers for the broad range of users and thus
investigate whether these containers will really bring a significant clean air
benefit? Thank you.
