Comment on FR Doc # 2011-25111

As an Ohio resident for the majority of my life, I recognize several things about the state and its contribution to environmental problems. I remember being told when I was young that all of our rain was acid rain, and that we were a major contributor to the acid rain problem. I have been to the Steubenville area several times between 2006 and 2009 and the air quality is poor at best. It seems that as a major pollution contributor Ohio should be under more scrutiny by the EPA. Allowing this area of Ohio to be free of requirements to create plans that continue to improve air quality standards seems like a big mistake. I do not understand how the current air quality, which as mentioned above is poor, should result in this area being free from scrutiny beyond maintaining the current air quality. The goal of the NAAQS is to protect the public health. This goal is not accomplished by exempting problem areas from submitting plans to improve the quality of their air. I would propose that these areas have stricter planning and reporting standards instead of being exempted from submitting plans altogether
