Please find attached Natural Resources Defense Council's comments on EPA’s proposal entitled: “Approval and Promulgation of Implementation Plans North Carolina: Prevention of Significant Deterioration and Nonattainment New Source Review Rules,” 73 Fed. Reg. 52,226, et seq. (Sept. 9, 2008). The documents listed and numbered at the end of these comments were sent Saturday, November 8, 2008, by overnight mail to the Region 4 office for delivery today (Nov. 10, 2008).
