Please find attached Natural Resources Defense Council's comments on EPA’s proposal entitled: “Approval and Promulgation of Implementation Plans; Georgia; Prevention of Significant Deterioration and Nonattainment New Source Review Rules,” 73 Fed. Reg. 51,606, et seq. (Sept. 4, 2008). The documents listed and numbered at the end of these comments were sent yesterday by overnight mail to Ms. Fortin at the Region 4 office, for delivery today. The entirety of each of those documents is hereby incorporated by reference into these comments and should be added to the administrative record for this rulemaking.
