Dear Ms. Benjamin, Thank you for the opportunity to comment on the proposed state implementation plan revisions incorporating the Mississippi Regional Haze Plan, 77 FR 11879. The Chevron Products Company owns and operates the Pascagoula Refinery in Jackson County, Mississippi. The Pascagoula Refinery has been identified as potentially: 1. Impacting the visibility and regional haze at the Breton National Wildlife Refuge in Louisiana, and 2. Having emissions units that are eligible for best available retrofit technology to control (BART) which require a BART analysis. Chevron supports the conclusion that BART is not applicable to the Pascagoula Refinery as well as supporting the current proposal.
