The attached comments are submitted on behalf of the Ohio Utility Group and its member
companies ("OUG" or "the Utilities") which is an association of individual electric utilities in
the State of Ohio.
The member companies include: Buckeye Power, Inc., The Dayton Power and Ilght
Company, Duke Energy Ohio, FirstEnergy, Ohio Power Company (a unit of AEP), and Ohio
Valley Electric Corporation.
