The Early Action Compact Task Force (EACTF) is the group of local government staff who worked on the EAC and who provide air quality information to the local elected officials who comprise the Clean Air Coalition (CAC).The EACTF and CAC have previously provided comments to TCEQ (copy attached) expressing concerns about extension of alternate emission reduction plans (AERPs). With EPA's recent annoucement of a new, more stringent ozone standard it is even more important that the area be able to realize all emission reduction available. By extending the AERPs out to 2010 the Austin area may stand to lose significant NOx reductions during the critical monitoring period used to determine ozone attainment classification status. EPA set a new ozone standard to address public health issues - it would be moving in the wrong direction to allow fuel suppliers to extend the AERPs, thereby contributing more NOx emissions to ozone formation.
