I am a resident of Phoenix. Although I am not a member of any of the groups
listed on the background information as most vulnerable to the effects of PM-10, I
agree with the EPA in its proposal to find Phoenix in non-attainment of the goals
set forth by the deadline. Because the Indian Tribes will be affected by the ruling
because of the location of their reservations, I also agree that the tribes should be
notified. I understand the nature of particulate matter is such that it can travel
great distance, therefore the tribes on the reservation may not be the generators of
the excessive matter. It would, however, be helpful to all those affected by the
ruling to be aware of the non-attainment, and the goals to be achieved. Because
Phoenix has had two years of monitoring in which it could have reduced PM-10 to
meet the EPA standards, it is not unreasonable to have a new plan implemented
to meet the five percent reduction as required by CAA.
