January 20, 2011 Docket Number: EPA-R09-OAR-2009-0366 Marty Robin Office of Air Planning (Air-2) U.S. Environmental Protection Agency Region IX 75 Hawthorne Street San Francisco, CA 94105 Via email: tax.wienke@epa.gov, and robin.marty@epa.gov Re: California Railroad Industry Comments on EPA’s Proposed Approval and Promulgation of Implementation Plans; State of California; 2007 South Coast State Implementation Plan for 1997 Fine Particulate Matter Standards; 2007 State Strategy; PM2.5 Dear Ms. Robin: The Association of American Railroads and the Class I freight railroads operating in California (the Railroads) appreciate the opportunity to comment on the U.S. Environmental Protection Agency’s (EPA’s) proposed approval in part and disapproval in part of the 2007 PM2.5 State Implementation Plan (SIP). In early 2007, the California Air Resources Board (CARB) anticipated that EPA would promulgate regulations to control emissions from locomotives by 90 percent from the uncontrolled baseline for NOx and PM starting with the model year 2012 and later engines. Thus, CARB’s January 2007 draft SIP measure, “Accelerated Introduction of Cleaner Line-Haul Locomotives,” relied on this expectation and proposed to achieve 4.3 tons per day of NOx and 0.2 tons per day of PM emission reductions in the South Coast Air Basin from locomotive engines by 2014. In March, 2007, EPA proposed new locomotive emission standards, and on April 5, 2007, the Railroads commented on CARB’s January draft locomotive control measure. Specifically, the Railroads provided comments to CARB on these key points: 1. CARB’s Draft SIP measure for line-haul locomotives anticipated emission reductions which are not consistent with U.S. EPA’s proposed standards for locomotive engines as ultimately published in the Federal Register on April 3, 2007. 2.
