[EPA–R09–OAR–2009–0598; FRL–8964–2] I fully support major efforts of the EPA to correct visibility problems from Four Corners Power Plant by using BART technology. I have a history with national parks in Utah over 30 years and definitely can see the change in visibility from my visits 30 years ago. This change is remarkable. Canyonlands National Park is definitely impacted. If you cannot see the amazing landscape of these parks, what is the point? Upon talking to a park ranger in Canyonlands we found that “remoteness” is a key value of one district of the park. But what is “remote” when there is air pollution? I encourage you to value these parks which are funded by the people through the national park system. It appears from an article in the Farmington Daily Times on October 3, 2009, and others sources, that Arizona Public Service Company has been able to operate this facility largely unregulated due to jurisdictional disputes. This must end. This plant operates in the United States and the EPA has authority to act. The Navajo nation cannot be allowed to benefit from revenue from the plant without regard to the impact the tens of thousands of visitors today and for future generations. I do not fully understand why there is a concern for jobs. $1.08 billion as cost for emissions equipment sounds like it will create lots of jobs. And the plant will continue to operate. Do the right thing and enforce the air quality standards that the public asks you to enforce. Support for clean air and water is growing stronger daily in the US. You must protect the interests of all citizens, not only a select few that benefit economically without responsibility to ensure clean air. Thank you for the opportunity to comment.
