Commenters are extremely disappointed by EPA‟s about-face in its decision to now approve
the PM2.5 Plan for the Valley. The reversal is particularly troubling because it is largely
based on the exact same information EPA previously concluded undermined the
approvability of the Plan. EPA is not claiming that the previously identified defects have been
fixed because, in fact, no changes to the Plan have been made. Instead EPA has reverted to
its prior practice of rubberstamping air quality plans that are certain to fail, and returned to
the political strategy that has made California home to the most polluted air basins in the
U.S.
