My name is Gloria Stockmyer, I am the president of Stockmyer Trucking. I am writing to ask you not to let Mary Nichols and the rest of the CARB Board put most of the 4400 Port of Oakland Drayage Truck Drivers out of business. CARB's decision In December to ignore it's own staff recommendations to exted Phase II of the Drayage Truck Regulation has unfairly targeted this mostly minority segment of the trucking population and has created a huge inequity in our industry. Although, not all of the drivers bought new trucks they made SUBSTANTIAL INVESTMENTS based on information CARB published and distributed in the "Drayage Truck Regulation- KNOW WAHT TO DO" (ver. March 2009). In this pubication it tells me that I do not have to buy a 2007 engine model year truck, it says I can buy a 2004, 2005 or a 2006 engine model year truck and by January 1, 2014 meet 2007 engine emision standards by installing a filter. Now we are being told that there is not a CARB verified filter available. This is CARB's fault, because they have delayed the compliance date to every other truck in California except the drayage truckers...industry is not going to develope a filter until they have a market for it. Drayage trucks only account for 1% of the trucks in California. CARB's unfair decision has also devalued our trucks. Why can my truck be used on all of the streets of Oakland and California but it can not be used to haul a container. This makes no sense. This ruling is the result of lies being told by CARB in order to satisfy some back room agenda Mary Nichols has made with a special interest group. We have tried with no sucess to meet with Mary Nichols...she will not provide the drayage truckers with the same platform she has extended the higher paid, less minority segments of the trucking industry. We are hard working people and deserve equal treatment. I urge you to send a strong message back to CARB that everyone complies by 2014 or everyone gets an extention. Thank you
