Due to the insignificant amount of emissions for motorcycles, this proposed rule should, at the end of the public comment period, should immediatly implemented. The time and expense that is involved for emissions testing, especially considering that motorcycles are required to be tested yearly, is unreasonable for the amount of polution that is emitted by motorcycles. This new regulation should be implemented no later than 1-January-2012 as the infrastructure is already in place to implement the program, and the proposal has been held up at the federal level for well over 2 years. Any further delay in implementation of this proposed rule is unconsinable.
