U.S.EPA has taken since issuing its guidance memorandum entitled "Conformity Guidance
on Implementation of the March 2, 1999, Conformity Court Decision" on May 14, 1999, I am
writing to confirm that U.S. EPA limit the duration of approval of motor vehicle emissions
budgets in the SIPs to last only until the effective date of U.S. EPA's adequacy finding for
any subsequent budgets. In other words, the approval of the motor vehicle emissions
budgets submitted on July 29, 2011, for the South Coast Air Basin and the San Joaquin
Valley Air Basin would last only until the effective date of future U.S. EPA adequacy finding
for budgets that replace the existing approved budgets.
