The revisions to Rule 317 must be implemented in order to keep small business in California. This rule provides a solution for a section of the Clean Air Act that is no longer relevent to the air quality within the South Coast Air Quality Basin. Section 185 of the Clean Air Act targets small business not the actual sources of pollution, mobile sources. The small business that are saved from the passage of this rule have already adopted best available control technology to reduce emissions. All businesses that operate in the South Coast Air Quality Management District operate under the strictest regulations in the United States already. The passage of this rule does not change emissions or air quality, it simply takes away huge fines that put businesses out of business. This solution is good for business, good for California and good for jobs.
