As a concerned citizen who lives in Arizona and tries to take advantage of the natural resources here, I would like to comment on the EPA Air Quality Implementation Plan though I did not make it to the in person public hearings.
According to the list of associated risks and consequences of NOx gases from coal fired power plants (listed here by EPA: http://www.epa.gov/captrade/documents/power.pdf), I am fully in support of the NOx regulations. Problems ranging from acid rain to increased ozone formation are serious causes of concern to the health of the public and the integrity of environment.
If a less costly compromise could be reached on the SCR's, that would be ideal. However, technologies that are not good for our health should not be allowed to persist if they are not cost effective when accounting for the negative externalities.
If the power company is so concerned with the possible loss of jobs that could result from closing the coal fired power plant, then it should be sure to sponsor its workers to obtain further education so that they will not be left without other options if any of the Apache Generating Station, Cholla Power Plant or Coronado Generating Station were to close.
