I think that this is headed in the wrong direction. with the current PM2.5 problem area expanding... Does the Clean air act allow for less regulation in one area that is so closely related to another problem??? This does not make any sense. Typical Governement job, screwing up one problem, while trying to fix another one... Whatever happen to Systemic approaches in solving problems. I think your making a big mistake by doing away with the Auto emissions, when you have so many other problems that are in the system & your isolating out one program that works, for political reasons & not for Clean Air Reasons
