Unfortunately human nature dictates most people are only going to act in a responsible manner pertaining to there vehicles mechanical maintenance when mandated to do so. The dreaded check engine light that currently has to be dealt with will be put as a last priority if fixed at all. From sluggish o2 sensors burning more fuel than is needed to your basic tune ups to make vehicles more efficient. These basic maintainace items will be put off until the vehicle fails to run. Causing many excesses in emissions, not solely limited to CO levels. The I/m program is such a low overall cost to the citizens of Fairbanks at around $35.00 a year. The benefits greatly out way the cost. If history is a teacher the government income will likely be shifted to the cost of the dmv fees. The citizens will end up paying like charges with no advantage of cleaner air to breath. These reasons coupled with the fact that P/M2.5 levels will surly increase should be ample reason to leave the program as it is. Weather the CO levels are within the EPA guide lines or not. Why would we want any increase in CO levels? It will be a detriment to Fairbanks air quality to discontinue the i/m program
