The IM program is no longer needed and hasn't been needed for years. In all my years here (32) never once was there a problem with my cars. They always passed. Technology today is such that all vehicles burn clean. Keeping this program is nothing more than a tax to generate revenue. It's time to end it. Gov't is too large and this program is unnecessary. Abolish this now.
