Overall, I believe this proposed rule is highly sound and inclusive in the sense that it is offers a substantial degree of preventative measures to avoid permitting the large amount of dredged material from harming the nearby marine life, damaging the surrounding property, or interfering with recreational or commercial activity occurring near Yaquina, Bay. However, while I am satisfied with this proposed' rule's incorporation of strict regulatory procedures and safety standards, I feel that it is lacking in the sense that it does not exhibit any clear or predetermined plans of action for dealing with the possible negative effects that may arise if such preventative measures fail, or are misapplied. As such, given the extensive amount of material that will be disposed of at these two sites on a regular basis, I believe it is highly necessary for such "damage control," so to speak, to be included in the final version of this proposal.
