The regulations as proposed will place an enormous burden on repair stations. The cost is underestimated by a factor of at least 10. There is no way that it will cost only $14 million to comply.
A shop will now have to retain legal counsel on staff to determine if they are indeed authorized to service an aircraft component
This regulation is Federalism in its highest form. It will do nothing but make lawyers rich while forcing many of the small shops to terminate business.
