We reviewed the Boeing SB MD90-29A021 and found that this SB could not execute properly. We request not to issue AD until next discrepancies are clear. --- Discrepancy 1 "Discrepancy 1" with red circle area on P26/33 Attached Figure, are indicate the bracket and the clamp installation. But P20/33 figure does not show the bracket at same position. Also, this red circle bracket does not describes at P28/33 step2. We need the additional bracket, parts number, installation dimension, installation procedures, and another materials to accomplish this Boeing Service Bulletin. --- Discrepancy 2 "Discrepancy 2" with red circle area on P20/33 of Attached Figure, are instruct to replace three clamps, but P26/33 does not show the installation procedure for those clamps. We believe this procedure have to describe at P32/33 and P33/33. --- Discrepancy 3 "Discrepancy 3" with red circle area on P26/33 of Attached Figure, does not instruct to install the terminal strip, which will remove at P20/33 circle2 procedure. This terminal strip installation should be instruct at P26/33,P28/33 and P29/33. JAL highly request to reconfirm the regarding above three discrepancies and to revise this SB before AD will issue. We did not check all this SB in detail,so FAA and Boeing should be concern to execute this SB properly according with procedures. We need to prevent to discuss about AMOC as possible. Our parts coordinator received information about the delivery date of modification parts kit for this SB is 08/Jun/2008, though this SB was issued at 15/May/2007. Also, the additional bracket describes "Discrepancy 1" will be requires. So, we believe AD will be issue after confirmation that the all necessary parts can supply from Boeing to operator. Also, 18 month or more compliance date after AD issued is highly appreciate for our MD90 maintenance schedule.
