A/C YB101 thru YB114 ( 737-700 series) are included in SB737-24-1147 Rev 01 dated 01 Mar 07. However the operator of these A/C have owned these A/C since delivery from Boeing and the IFE system is not installed. The initial issue of SB737-24-1147 was released November 20, 2003 some 18 months after the operator took possession of YB114, and they decided not to accomplish the SB. How will the compliance requirements of this NPRM affect this range of A/C? Perhaps the applicability of this NPRM should be amended to add " A/C that have the IFE system installed"
