This proposed AD should go into effect. I don't see any reason why this rule should not get approved. The benefits greatly outweigh the costs. The benefits would include preventing a possible fire hazard that would not be detected because it is located out of the fire detection system. An undetected and uncontrolled fire will cause loss of aircraft and crew members/passengers. The costs are rather minimal and would only include 1 hour of work to inspect the wire bundle, and install a clamp with spacers if necessary. The price to US air carriers would only be $4,880. The incorporation of this AD will greatly increase the safety of the 747, and prevent greater costs in repairing the aircraft if the fire should occur.
