I would like to submit the following comments about the proposed FAA AD concerning inspecting the rear balance land on IPC drum for cracking.
In the “SUPPLEMENTARY INFORMATION:” under “Actions Since Previous NPRM was Issued” the sentence “RR has ceased efforts to develop an on-wing ECI” should say that “R-R has ceased its efforts to develop an on-wing USI (ultrasonic inspection)”.
Section (k) Previous Credit in section (2) for RB211-Trent 800 series engines (iii) the mandatory terminating mod is listed as G402 and it should be G401 and the reference to paragraph (j) (1) should be (j) (2).
Section (j) (1) and (j) (2) both specify that the mandatory incorporation of revised balancing constitutes terminating action from the in-shop inspections called up in paragraphs (f) (2) and (g) (2). The intention of the mandatory revised balancing was to be terminating action from the repetitive part of the on-wing and in-shop inspections called up in paragraphs (f) (1) and (2) and (g) (1) and (2). Ref. EASA AD 2011-0221 R1 paragraph (5) of the Required Action(s) and Compliance Time(s): Modification of an engine as required by paragraph (4) of this AD constitutes terminating action for the repetitive inspections required by paragraph (1) of this AD for that engine. (Paragraph (4) is about the revised balancing and paragraph (1) is about on-wing and in-shop inspections).
